Alternatively you could try overclocking which disables the boost and locks at a clock speed. This thread has a bit of discussion about it. Which one of these should it be?

PWM Fans do this; they auto-adjust RPMs based on CPU temps. You can disable that for certain fans (depending on overall options available) within the BIOS/UEFI on your Motherboard.

Which seems too high to me. The fan is on automatic according to the AMD/Radeon s/w but fails to ramp up slowly as the temp rises.
